I. Introduction to certification
In December 2001, the State Administration of Quality Supervision, Inspection and Quarantine issued the Regulations on the Management of Mandatory Product Certification, replacing the original safety and quality licensing system for imported commodities and the safety certification system for electrical products with a mandatory product certification system. China compulsory product certification referred to as CCC certification or 3C certification. It is a statutory mandatory safety certification system, and is also a basic approach widely adopted in the world to protect the rights and interests of consumers and safeguard the personal and property safety of consumers.
Products included in the "Product Catalogue for the implementation of mandatory product certification" include household appliances, automobiles, safety glass, wire and cable, toys and other products, of which CQC is designated to undertake the 3C certification of 111 products in 17 categories within the scope of the CCC catalogue.

Iii. Implementation of certification
Mandatory product certification shall apply to the following single certification mode or a combination of multiple certification modes, including:
(1) design appraisal;
(2) type test;
(3) Taking samples from the production site for testing or inspection;
(4) Market sampling testing or inspection;
(5) Enterprise quality assurance ability and product consistency inspection;
(6) Follow-up inspection after obtaining the certificate.
The product certification mode shall be determined in accordance with the principles of science and convenience based on the performance of the product and the comprehensive factors related to public safety, human health and the environment, the life cycle of the product, the risk status of production and imported products, etc.

4. The certification rules shall include the following:
(1) The applicable product range;
(2) the mandatory requirements of the national standards, industry standards and national technical specifications corresponding to the applicable products;
(3) Authentication mode;
(4) Principles or provisions for the division of application units;
(5) Requirements for sampling and sample delivery;
(6) Confirmation requirements for key components or raw materials (when necessary);
(7) Requirements of testing standards (when necessary);
(8) Requirements for factory inspection;
(9) Requirements for follow-up inspection after certification;
(10) Requirements for the validity period of the certification;
(11) Requirements for certification marks for certified products;
(12) Other provisions.
5. Certification certificates and certification marks
The CNCA provides for the format and content of the mandatory product certification certificate (hereinafter referred to as the certification certificate) and the style and type of the mandatory product certification mark (hereinafter referred to as the certification mark).
The certification certificate shall include the following basic contents:
(1) Name and address of the authenticating client;
(2) The name and address of the producer (manufacturer) of the product;
(3) Name and address of the commissioned production enterprise (when necessary);
(4) Product name and product series, specifications and models;
(5) the basis for certification;
(vi) Authentication mode (if necessary);
(7) date of issuance and period of validity;
(8) license issuing organs;
(9) Certificate number;
(10) Other contents that need to be marked.
The certificate is valid for 5 years.
