Recently, when the Radio Service Acceptance Center of the Ministry of Industry and Information Technology reviewed the application materials for radio transmission equipment model approval (hereinafter referred to as model approval), it was found that the application materials submitted by some enterprises had forged application forms, counterfeit signatures, and altered model approval certificates. The type approval of radio transmission equipment is an administrative license established in accordance with the "Radio Administration Regulations of the People's Republic of China", and the type approval applicant shall be responsible for its authenticity and effectiveness when providing application materials and make corresponding commitments. The behavior of the above enterprises violates the Administrative Licensing Law of the People's Republic of China and the relevant provisions of radio management, and seriously affects the order of administrative licensing.

On April 10, 2020, the Ministry of Industry and Information Technology issued the Notice on Urging the applicant enterprises to strictly handle the approval and license of radio transmission equipment models in accordance with the law and regulations, and notified the illegal enterprises that were previously found without naming them. For enterprises violating laws and regulations after April 10, in order to further maintain the normal model approval order, create a fair business environment under the rule of law, strengthen the seriousness and authority of laws and regulations, for enterprises with multiple violations of laws and regulations (see Annex 1), in accordance with the relevant provisions of the Administrative Licensing Law of the People's Republic of China, the Notice of Administrative Penalty Opinions was issued to them. Plans to impose administrative penalties on relevant enterprises according to procedures; At the same time, fully considering the requirements of the central government on "six stability" and "six guarantees" and the actual production and operation difficulties of enterprises during the epidemic period, for enterprises with minor violations of laws and regulations (see Annex 2), in accordance with the relevant provisions of the Administrative Punishment Law of the People's Republic of China, ordered to conduct in-depth inspections and rectify within a time limit, and the relevant enterprises have completed rectification according to the requirements.

Model approval administrative license is an important means to strengthen radio management at the source and maintain the order of air waves, and enterprises should apply strictly in accordance with the law and regulations. The subsequent Ministry of Industry and Information Technology (Radio Administration) will further increase supervision, inspection and punishment, and similar violations will be seriously dealt with in accordance with the law.
