On January 12, 2021, the Ministry of Industry and Information Technology organized a national 5G service work video conference to summarize the recent 5G service work and arrange the next phase of deployment. China Consumers Association was invited to attend the meeting. Liu Lihong, member of the Party Group and Vice Minister of the Ministry of Industry and Information Technology, attended the meeting and delivered a speech.
At the meeting, the Information and Communications Administration Bureau of the Ministry of Industry and Information Technology and the China Consumers Association notified the recent complaints about 5G services and the problems reflected by users about 5G services. Shanghai Municipal and Shandong Provincial Communications Administration exchanged relevant experience, and China Telecom, China Mobile, China Unicom, China Radio and Television and other basic telecommunications enterprise groups reported the development of 5G services and proposed the next step.
Liu Lihong pointed out that accelerating the high-quality development of 5G is a strategic requirement for the information and communication industry to base itself on the new development stage, implement the new development concept, and build a new development pattern. In the 18 months since 5G commercial use, basic telecommunications enterprises have adhered to the development model of "promoting use by construction and promoting construction by use", accelerated 5G network construction, improved industrial ecology, and promoted innovative applications, and have done a lot of solid and effective work with obvious results.
Liu Liehong stressed that there are still some shortcomings in the current 5G service work, and there is still a certain gap between the comprehensive service level and user expectations. These problems reflect that some enterprises in the pursuit of economic benefits at the same time, the user perception is not enough attention, there are weak links in the management mechanism of grass-roots enterprises, and the comprehensive service ability can not keep up with the pace of development. Enterprises should continue to improve the level of 5G service.
Liu Lihong put forward five requirements for the next stage of work:
First, improve political standing. It is necessary to fully understand the important significance of 5G service work, deepen the construction of the service management system of horizontal linkage and vertical penetration within enterprises, and strive to solve hot and difficult problems related to the interests of the people, and continue to improve the quality of 5G service.
Second, improve service capabilities. It is necessary to promote 5G network construction in an orderly manner, strengthen 5G network coverage, and enhance network supply capacity. To actively take measures to provide convenience for users to replace the terminal; It is necessary to optimize and improve 5G tariff packages based on user needs, and set reasonable on-network contract term and termination compensation standards.
Third, resolve hotspot issues. It is necessary to strictly implement the relevant requirements, further strengthen the division of tasks and goal decomposition, improve the reminder mechanism, and reasonably guide user expectations; Strictly abide by the marketing red line, effectively safeguard the rights and interests of users; Establish a monitoring system to accurately grasp the service situation.
Fourth, we will strengthen oversight and inspection. It is necessary to strengthen internal self-examination and self-correction of enterprises, improve the mechanism for handling service violations, and be accountable for 5G service violations reported by relevant competent authorities. The Ministry of Information and Communications Administration and the local communication administration should incorporate 5G services into the key tasks of the wind and wind correction work in 2021, and deploy and implement the whole country.
Fifth, strengthen publicity and guidance. It is necessary to make full use of all kinds of new media means and new technologies, do a good job of 5G business and service publicity, reasonably guide user expectations, and enhance user awareness. It is necessary to formulate targeted publicity copy, give clear and accurate explanations in a timely manner to the key issues that users are concerned about but have doubts about, and eliminate user misunderstandings.
